
















Gwyn R. Fisher


Gwyn R. Fisher is the Greater Memphis Regional Director of Economic and Community Development for the State of Tennessee, where she focuses on helping make Tennessee the #1 state in the Southeast for high quality jobs.
During her tenure at ECD, Gwyn and her team have worked with 150+ companies to create more than 23,600 new jobs and invest more than $7 billion in a four-county region.
She is the former Executive Director of MPACT Memphis, a nationally and internationally recognized organization dedicated to engaging and supporting Memphis’ diverse young professionals. While leading MPACT, Gwyn developed and executed one of the nation’s largest grassroots surveys of young professionals, The Voice of MPACT, which was published and distributed by Contemporary Media. During this time, MPACT grew from 200 members to more than 1,000 members and hosted more than 130 events per year.
In addition to her role with TNECD, Gwyn currently serves as the Vice-Chairwoman for River City Capital, a locally-founded CDFI dedicated to supporting under-served businesses in low-income areas of Memphis. She is particularly excited about this role, as Gwyn believes small businesses are the key to the economic vitality of our region. Gwyn has also served as the Program Chair on the Board of Leadership Memphis, and she was a founding member of GiVE365, an endowed fund providing member-driven grants.
As a 2018 graduate of the Delta Leadership Institute, she continues to remain engaged with the Delta Leadership Network, attending events and providing support for any event held in the Memphis area. Gwyn is also a graduate of Complete Tennessee Leadership Institute, Commissioner’s Leadership Academy, LEAD Tennessee, and Leadership Memphis. She is also a member of the American Friends of Durrell Wildlife Conservation Trust and the West Tennessee District Export Council.
Gwyn is an attorney by training, and has published in several legal journals including Memphis Lawyer and Norton Bankruptcy Law Advisor. She formerly served as a law clerk to Chief Judge David S. Kennedy and the Hon. George W. Emerson, Jr. She lives in midtown Memphis.
